    No Once again your adding to the text he said WE (those who are not hesitant or able to make a decision) are NOT OF THOSE who fall away why? Unlike them, WE HAVE BELIEVED to THe SAVING OF THE SOUL we made the decision, they have not yet.and unless they do.. They are at risk to fall away.
