Hi Rita, Can’t speak for other countries, but in the US, anyone can be homeless, and not a nuisance or health hazard. In every major US city is sort of cities within the cities, that can be hundreds of tents, tarps, on lawns, sidewalks, in store door ways, piles high of junk, trash, discarded...
