Precisely - but God gives EVERYBODY the grace to accept His call. He wills the salvation of ALL and that ALL come to a knowledge of the truth (1 Tim. 2:3-4, John 3:16). SOME accept it and receive it - and others reject it. God does NOT withhold that grace from some.
