    Wrong. You keep thinking in terms of a police action not war. Collateral damage cannot always be or should always be avoided. So Sometimes collateral damage IS the goal, such as strategic bombing.

    No. You are describing a police action. War has collateral damage. What you do is blow up the building, killing everyone in it - whether you allow anyone to exit or not - so that the terrorists will not repeat their terror.
