CRESCENT CITY, Calif. -- Two docks were torn apart and two boats broke loose from their moorings when a tsunami surge hit the Crescent City Harbor around 3 p.m. Wednesday.Debbie McAndrews of Crescent City Harbor said the surge looked like a rolling river.The National Weather Service said the six-foot surge came in at around 30 mph. Surge waves have been reported as far south as Port San Luis in San Luis Obispo County.In Southern California, tide gauges at La Jolla and San Diego showed minor fluctuations of a few inches. No damage is expected along the Los Angeles, San Diego or Orange County coastline.The tsunami is believed to be the result of an 8.1-magnitude undersea earthquake off Japan that prompted tsunami warnings for Japan, Russia and Alaska
