Unfortunately all bets are off when it comes to bio-weapons or weaponized viruses. The main killer is not the initial release of the bio-weapon, which will, as you say, weaken over time, and will even weaken simply by way of transmission just as a natural viruses produced by nature always do. The point of the initial release is to make what looks like a natural virus become global so that a pandemic may be declared by the PTB, (the W.H.O. in this case). Once the pandemic is declared the world dominating propaganda media take over, and immediately begin with the fear mongering and the outcry for a remedy, (the Hegelian dialectic), which will always no doubt be a vaccine in this type of dilemma/problem needing to be solved.
The vaccine is the real population control mechanism: it is the kill shot, for it is administered locally and individually, meaning that everyone who receives the shot containing the bio-weapon receives the same dose, undiluted, unaffected by natural human to human transmission. Because of this the kill ratio is fully adjustable and containable using a placebo, for example, if the vaccine is delivered to the public at a rate of one out of four being the actual kill shot, (and three being the placebo), the kill rate will be one in four and the three who received the placebo will be declared to have been "cured" by the vaccine. In the same manner races can be targeted and even religious people groups. Let's say you wish to increase the Muslim population in your country and reduce the Christian population at the same time: what do you do? You would distribute only the placebo in states like Michigan and Minnesota, but in the so-called Bible belt states you would distribute only the bio-weapon, or at least a much higher ratio like maybe three out of four, (a 75% kill rate).
It's full on population control and manipulation, and they already worked this out with the previous test pandemic which was launched somewhere in December of 2019, supposedly from some old Chinese lady's bat soup kitchen, (not far from an international airport, of course).
Now add to this murderous cocktail that fact the PTB, (through the Hegsethian dialectic), have already admitted that they are attempting to fulfill end-times Bible prophecies in order to bring about "the return of Jesus".
