How does the chat work?

I have seen some members say that they only had to make 10 posts and they could access the chat.

I've made more than ten posts, but everytime I go to the chat no other names show up.

Is there a specific time the chat is available?

I've checked every day, at different times of the day.

We used to hold a weekly gathering. If we could get enough support I would be interested in doing that again!

Otherwise, it's pretty hit or miss. I might suggest posting in the shoutbox or even a topic in the general forum to setup a chat if you would like. I'll try and drop in if I am on at the right time, as I enjoy getting to meet our members.
