Matthew 11:17
‘We played the pipe for you,
and you did not dance;
we sang a dirge,
and you did not mourn.’

Is Jesus saying, no matter what approach is used, the 'flat liner' element (non responsive) pervades?

Yep, you can say that....
Jesus tried to connect with the people in different ways, and they did not listen, they did not get it, most were unmoved, many had hearts of rocks...like today of course with preaching the gospel.
