Paul would not allow women to teach within the church, for the reasons he gave in 1 Timothy 2:1-5:-
'In like manner also, that women adorn themselves in modest apparel, with shamefacedness and sobriety; not with broided hair, or gold, or pearls, or costly array;But (which becometh women professing godliness) with good works.Let the woman learn in silence with all subjection.But I suffer not a woman to teach, nor to usurp authority over the man, but to be in silence.For Adam was first formed, then Eve.And Adam was not deceived, but the woman being deceived was in the transgression.Notwithstanding she shall be saved in childbearing, if they continue in faith and charity and holiness with sobriety.'(1Ti 2:9-15)
* Yet in secular society I do not believe there is any reason why women should be prevented from occupying any role that they are qualified for, and physically and mentally capable of.

Deborah was not a Judge in the strict sense of the word, she was a prophetess, (like Miriam in Exodus 15:20 and Huldah in 2 Kings 22:14) to whom the children of Israel came for judgments to be made. There are two women associated with Barak here, Deborah and Jael (Judges 4:17-21)
