Does Satan have one over on God or is God allowing Satan to test His man?

Here we are to understand that once we confess to receive Christ and be baptized(immersed in the living water of the Word) that the Spirit of God will led us into a wilderness to be tempted and tested for purity by the devil just as Jesus was. We all enter into a wilderness to find our path to the kingdom of God and our promised land that the Lord has for us according to our spiritual walk and growth in Christ.
Matt 4:1 Then was Jesus led up of the Spirit into the wilderness to be tempted of the devil.
2 And when he had fasted forty days and forty nights, he was afterward an hungred

Here we see the LORD of Job asking Satan to try Job to see if He will pass the test of faithfulness by taking all of his blessings that the LORD gives to those who love Him, away.
Job 1:8-12
8 And the LORD said unto Satan, Hast thou considered my servant Job, that there is none like him in the earth, a perfect and an upright man, one that feareth God, and escheweth evil?
9 Then Satan answered the LORD, and said, Doth Job fear God for nought?
10 Hast not thou made an hedge about him, and about his house, and about all that he hath on every side? thou hast blessed the work of his hands, and his substance is increased in the land.
11 But put forth thine hand now, and touch all that he hath, and he will curse thee to thy face.
12 And the LORD said unto Satan, Behold, all that he hath is in thy power; only upon himself put not forth thine hand. So Satan went forth from the presence of the LORD.

Here we see Jesus telling Peter that Satan is wanting to test him to see if he makes the grade as wheat and not a tare. And Jesus prays for him and even confirms that Peter WILL overcome.
Luke 22:31 And the Lord said, Simon, Simon, behold, Satan hath desired to have you, that he may sift you as wheat:
32 But I have prayed for thee, that thy faith fail not: and when thou art converted, strengthen thy brethren.

Here we see Paul delivering a believer in the body of Christ who is continuing a sinful life over to Satan to burn that sinful flesh away by torment, fire to hopefully save this ones soul.

1 Cor 5:4 In the name of our Lord Jesus Christ, when ye are gathered together, and my spirit, with the power of our Lord Jesus Christ,
5 To deliver such an one unto Satan for the destruction of the flesh, that the spirit may be saved in the day of the Lord Jesus.
6 Your glorying is not good. Know ye not that a little leaven leaveneth the whole lump?
7 Purge out therefore the old leaven, that ye may be a new lump, as ye are unleavened. For even Christ our passover is sacrificed for us:

Here we see even Paul getting a little buffeting from Satan to keep pride at bay in his life. Pride is a sin as we know.
2 Cor 12:7-10
7 And lest I should be exalted above measure through the abundance of the revelations, there was given to me a thorn in the flesh, the messenger of Satan to buffet me, lest I should be exalted above measure.
8 For this thing I besought the Lord thrice, that it might depart from me.
9 And he said unto me, My grace is sufficient for thee: for my strength is made perfect in weakness. Most gladly therefore will I rather glory in my infirmities, that the power of Christ may rest upon me.
10 Therefore I take pleasure in infirmities, in reproaches, in necessities, in persecutions, in distresses for Christ's sake: for when I am weak, then am I strong.

Here we see that while Satan is bound for a 1,000yrs... God is going to bring him back out to tempt and test the nations after the 1,000 yrs to try them bringing more purity unto the nations.

Rev 20:2-3
2 And he laid hold on the dragon, that old serpent, which is the Devil, and Satan, and bound him a thousand years,
3 And cast him into the bottomless pit, and shut him up, and set a seal upon him, that he should deceive the nations no more, till the thousand years should be fulfilled: and after that he must be loosed a little season.

Why does God allow us to be tested and tried? Because that is how the angels are created, the son's of God are about to be birthed in the earth and caught up to God's throne Rev.12
Luke 20:34-36
34 And Jesus answering said unto them, The children of this world marry, and are given in marriage:
35 But they which shall be accounted worthy to obtain that world, and the resurrection from the dead, neither marry, nor are given in marriage:
36 Neither can they die any more: for they are equal unto the angels; and are the children of God, being the children of the resurrection. KJV

Rom 8:12 Therefore, brethren, we are debtors, not to the flesh, to live after the flesh.
13 For if ye live after the flesh, ye shall die: but if ye through the Spirit do mortify the deeds of the body, ye shall live.
14 For as many as are led by the Spirit of God, they are the sons of God.
15 For ye have not received the spirit of bondage again to fear; but ye have received the Spirit of adoption, whereby we cry, Abba, Father.

16 The Spirit itself beareth witness with our spirit, that we are the children of God:
17 And if children, then heirs; heirs of God, and joint-heirs with Christ; if so be that we suffer with him, that we may be also glorified together.
18 For I reckon that the sufferings of this present time are not worthy to be compared with the glory which shall be revealed in us.

You can also see Gods people being tested after their release from bondage in the wilderness ,where they wandered for 40 years being led by moses,Most because of diisobediance and a lack of faith did not survive the ordeal.

For consider him who has endured such contradiction of sinners against himself, that you don’t grow weary, fainting in your souls. You have not yet resisted to blood, striving against sin; and you have forgotten the exhortation which reasons with you as with children, “My son, don’t take lightly the chastening of the Lord, nor faint when you are reproved by him; For whom the Lord loves, he chastens, and scourges every son whom he receives.” It is for discipline that you endure. God deals with you as with children, for what son is there whom his father doesn't discipline? But if you are without discipline, of which all have been made partakers, then are you illegitimate, and not children. Furthermore, we had the fathers of our flesh to chasten us, and we paid them respect. Shall we not much rather be in subjection to the Father of spirits, and live? For they indeed, for a few days, punished us as seemed good to them; but he for our profit, that we may be partakers of his holiness. All chastening seems for the present to be not joyous but grievous; yet afterward it yields the peaceful fruit of righteousness to those who have been exercised thereby.

The context of this passage is persecution of Christians. But the writer also calls it the Lord's discipline (chastening). So, no matter what the source of our unjust suffering (whether human or demonic), God works it all together for our good.

Yes you can. When God calls His people of out Egypt, they must undergo purification to burn away the sinful nature and become a people of integrity and a godly character and when we stay the course and keep our eyes upon the Word having him exalted in all we do and take God at His Word where His promises are concerned to step out in faith on them, our wilderness walk becomes easier and the blessings begin to flo, for our Father is a good, caring, loving, generous, and JUST God and rewards us for our faithfulness to trust, obey and believe Him. He knows that sinful behavior brings misery and destruction to our lives and He loves us too much to let that happen to us. So Satan is allowed to keep us on our toes, and we must be sharp as a two-edged sWord.

The Hebrews did not have the indwelling Spirit to help them overcome, but thanks to Jesus' sacrifice, WE DO. That is why we have a better covenant, because we have the Spirit to teach us how to do what is right, they only had the law coming down upon them that teaches nothing, but just brings condemnation.
The LORD told the Hebrew children if they would just obey His voice and walk in His statutes that they would eat the good of the land. And that He was giving them the land overflowing with milk and honey that was in the giants hands. The giants(ungodly) are the mighty men who think they can buy their way, that are bullies, giants of the industry who lord over the children of God because we allow them to. Jesus gave us the authority to use his name which is the sWord of the Spirit being the Word of God to cast out the demons and to walk in the fullness of him for we are his body that he left here on earth to overcome and take dominion. God did not give the earth to the tares who are of the devils spirit, He gave man who was made in His image(attributes) the earth being His children in Christ Jesus.
Notice in Jesus' wilderness temptations what he used to fight the good fight of faith and to thwart the devil? He used the Word of God as he said "IT IS WRITTEN" to whip out that sWord of the Spirit and after the 3rd swipe of his spiritual sWord the devil fled! Jesus was only 40 days in his wilderness where as the Hebrew children kept going around the SAME mountain for 40YEARS and as you said many of them died trying to find their way to the promised land in their UNBELIEF.
We must allow the flesh man to die off by starving him of his sinful lusts that hold us back and cause death and feed your spiritual man so that God can raise you up in His wisdom and godly character unto life, otherwise we just are spinning our wheels.

17 If any man defile the temple of God, him shall God destroy; for the temple of God is holy, which temple ye are.

Absolutely our Father LOVES us and this is not the mamby pamby kind of love that the world dishes out to get us to like them. Our Father knows BEST.. and He makes sure that His children learn what is best for them as well.. out of love. The Love of God is His Word. For He knows that a man who is honored for his godly character will do well in life. When we raise our children without God's Word in their life.. we do them a disservice for they grow up to be disobedient, lawless, lazy, wild, immoral, addicted, unwelcome in the world and they suffer all their life for our lack of the LOVE of truth.

Still waiting to see what good God is going to make come out of my life. It's starting to feel like PTSD. Oh for a little relief.......
And no, there is no unchecked sin in my life.

Have been thinking about just that. :)

Only it will have to be an "unpleasant meat" fast. For I have to take at least a small amount of food when I take my meds due to my irritable bowel syndrome. If I take my meds without food I will have a serious attack. So I was thinking perhaps a bread and water fast. And only at night, when I take my meds.
