First you need to have hands laid on you to be filled with the Holy Spirt per scripture, to receive Dunamis (miracle working) power - then you need to know a believers authority and how healing works - you don’t pray and ask God to heal them, you command the blindness to leave and their eyes to be opened, in the name of Jesus.

Like Peter for example - he didn’t pray and ask God to heal a crippled man - he commanded him to rise and walk, in the name of Jesus:

Act 3:4 And Peter, fastening his eyes upon him with John, said, Look on us.

Act 3:5 And he gave heed unto them, expecting to receive something of them.

Act 3:6 Then Peter said, Silver and gold have I none; but such as I have give I thee: In the name of Jesus Christ of Nazareth rise up and walk.

Act 3:7 And he took him by the right hand, and lifted him up: and immediately his feet and ankle bones received strength.

Act 3:8 And he leaping up stood, and walked, and entered with them into the temple, walking, and leaping, and praising God.

Then there is the problem of unbelief being present when healing someone.
Jesus could do few miracles in His own hometown, due to their unbelief.

That’s why you’ll notice Jesus clearing out the room of those who didn’t believe, before raising a dead girl - if you’re surrounded by skeptics, healing wont work - and if the blind person doesn’t believe in healing, it won’t happen.

That’s why Jesus didn’t go and clear out the leper colonies, but let those with faith that He is a healer, come to Him.

Another thing a healer needs to know, is the difference between commanding a healing in Jesus’ name, and commanding a miracle.

A healing is something that’s there but doesn’t work right, to be fixed.

A miracle is needed when something is missing that needs to be there.

Andrew Wommack repeatedly laid hands on a person with a blind eye and commanded it be healed in Jesus’ name, but nothing at all happened.

Finally God told him and another person there (to confirm that word was from God) that he didn’t need a healing, but a miracle.

So he asked the guy what exactly was wrong with his eye - and he was missing the retina, which was removed by surgery - Andrew laid hands on him again and commanded a retina to form in the name of Jesus, and his blind eye could see.

He didn’t need a healing, but a miracle - thus a healer needs to know why they are blind or sick.
