If Peter founded the Roman church, why then did Paul write so much to them?

The texts misinterpreted are Matthew 16:18-19

'18And I also say to you that you are Peter, and on this rock I will build My church, and the gates of Hades shall not prevail against it. 19And I will give you the keys of the kingdom of heaven, and whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven.”'

Looking at the exchange Jesus and Peter had (Matthew 16:13-20), Jesus asks Peter who he thinks he (Jesus) is. Peter tells him he is the Christ then Jesus states 'upon this rock I will build my Church'. Jesus is the rock. Peter is just a pebble. Peter was never the rock which is evidenced in his betrayal of Jesus.
Rome makes Peter the rock and by that interpretation they also betray him (Jesus)

Thanks. I was asking not who founded the church but which apostle founded the church in Rome. The Catholic Church claims that Peter founded the Roman Church, right? And so I'm asking how do they know that Peter founded the church in Rome?

Paul travelled to Rome and founded a Church there but thats not the issue. You asked about the basis of the claim.
And what is the basis for the claim that Peter founded the church in Rome?
They are not disputing that Paul was the one who started the Church, they are disputing that the the expression 'upon this Rock' belongs to Jesus. Rome insists it belongs to Peter.

I wonder why Paul didn't write to the churches in Egypt and India. Is it possible that Paul wrote to the church in Rome because he actually founded it?

FWIW, this article questions if Peter was EVER in Rome. He was supposedly crucified there (upside down) but that too is apparently in question according to this author.

I do find it strange that Peter was supposedly the head of the church in Rome when it was Paul that was teaching and advising that church.
