"If two or three agree..."

In Matthew 18:19-20, Jesus tells His disciples that "If two of you agree on earth about any request you have to make, that request will be granted by my heavenly Father." He then goes on to say why this happens; "For [because] where two or three meet together in my name, I am there among them."(Emphasis mine).
This is not a case of agreeing for the sake of agreeing, but a deeply convinced agreement that comes through correctly discerning the will of God in the sitution in question. It is because Jesus in truly present when even as few as two meet in His name that enables this discernment of the Father's will. What is agreed upon is not just a consensus of opinion by the group, but an actual prophetic word from God.
This is important in considering my earlier post re listening prayer and the seven spheres of societal influence. In effect, the groups proposed there consist of Christians meeting in Jesus' name to discern the Father's will concerning some specific instance of a sphere of influence (eg. a business). Through such meetings, each instance of a sphere of influence is presented with God's will. If they obey, the spheres themselves will be changed and, through this, society as a whole will be slowly changed according to God's will, as was shown to brothers Cunningham and Bright back in 1975.
