For until the law sin was in the world: but sin is not imputed when there is no law.
This Scripture is not saying there was no law of God in heaven and earth, before Moses wrote His law for men to read for themselves: the commandment of God, to eat not, still condemned them that did.
This Scripture is only saying that until the law of God is written in Scripture, then men have no sure knowledge of what is good or evil in sight of God.
This Scripture is also not saying that guiltiness for sinning against God was not 'imputed' against men, until the law was written on earth.
For as many as have sinned without law shall also perish without law: and as many as have sinned in the law shall be judged by the law.
Imputed sin by the law or imputed righteousness by faith is knowledge only, not a declaration of being a sinner or righteous.
Little children, let no man deceive you: he that doeth righteousness is righteous, even as he is righteous.
