O loving God, You have cursed the things you created. Who can stop Your word O God? Judgement awaits what You have cursed O God.
I offer that Jesus on the cross has canceled all curses. But He did this sweetly, "an offering and a sacrifice to God for a sweet-smelling aroma," we have in Ephesians 5:2. By becoming sweet like Jesus, sweetly pleasing to our Father (1 Peter 3:4), we join Jesus in this freedom from the effects of all curses (John 8:36). Our old person of sin can be effected, along with Satan, by the curses; but in the Holy Spirit's obedience we are where those curses can not effect us. But there may be physical effects that Satan might keep promoting, but these are not God cursing us. And Paul had that "thorn in the flesh" "messenger of Satan" messing with Paul. But Jesus said to Paul, "My grace is sufficient for you, for My strength is made perfect in weakness." (in 2 Corinthians 12:9) And then was when Paul testified how he took "pleasure" in his troubles (2 Corinthians 12:10). So, in God's grace we are blessed: we are no longer in the kingdom of Satan's spirit; and so we are immune to however God has cursed whomever or whatever.
A curse is not necessarily bad, by the way, because God is just declaring what is unfit for human habitation, like a good and honest building inspector; and He is setting up curses to keep Satan from having his way as much as evil would if it were not for God's curses holding evil in His control. We with Jesus are obeying freely, and so there is no need for curses to keep us in control, because we are willingly obeying how God would control us in His peace, as every Christian is
basically commanded: "And let the peace of God rule in your hearts, to which also you were called in one body; and be thankful." (Colossians 3:15) This is a blessing, not a curse!!!
So, we bless you, in the name of Jesus Christ; we do not curse you. Be blessed to obey how God wants to now bless us.
And you asked, "Was God talking to the devil or the serpent? Or in this case, does the serpent refers to the devil?"
"It could have been a serpent, but also it could have been a 'telescopic' spiritual prophesy which also applied to Satan." John, in Revelation 12:9, speaks of "that serpent of old, called the Devil and Satan, who deceives the whole wold". So, ones can understand this to be a helper scripture for interpreting the serpent in the garden to be the Devil. But I notice how it says Satan "deceives the whole world". It does not say he deceives the whole church of Jesus Christ; we are not in that cursed kingdom.
