The Holy Spirit did come and that is what Christ meant by saying here

So Christ's promise was realized when the Holy Spirit was given to the people of God, in Acts 2
That Spirit of God was promised to be given until the ending of the world, till the consummation of this age, at which time Christ will return.
Christ did however say He will be with you always. The Holy Spirit given at Pentecost in Acts2, but Christ has not yet returned as in coming on clouds so that the entire world will see Him. And that is what scriptures teach.
No one witnessed Christ returning at the destruction of Jerusalem in 70AD, as He did not return then.
