Matthew 18:15 Moreover if thy brother shall trespass against thee, go and tell him his fault between thee and him alone: if he shall hear thee, thou hast gained thy brother.
18:16 But if he will not hear thee, then take with thee one or two more, that in the mouth of two or three witnesses every word may be established.
18:17 And if he shall neglect to hear them, tell it unto the church: but if he neglect to hear the church, let him be unto thee as an heathen man and a publican.
18:18 Verily I say unto you, Whatsoever ye shall bind on earth shall be bound in heaven: and whatsoever ye shall loose on earth shall be loosed in heaven.

Jesus was teaching on the kingdom of heaven (Matthew 18:23), and causing offences which would inhibit others from entering the kingdom (Matthew 18:10-11).

The verses above are instructing them in how to deal with such offences.

If one would refuse the remedy provided for the offence on earth, the outcome would be bound in heaven, as well as on earth.

Matthew 18:34 And his lord was wroth, and delivered him to the tormentors, till he should pay all that was due unto him.
18:35 So likewise shall my heavenly Father do also unto you, if ye from your hearts forgive not every one his brother their trespasses.

In these verses, Jesus was teaching them of the consequences of not forgiving those that offend.

Under the covenant with Israel, to be forgiven, they had to forgive.

[Matthew 6:14-15 KJV] 14 For if ye forgive men their trespasses, your heavenly Father will also forgive you: 15 But if ye forgive not men their trespasses, neither will your Father forgive your trespasses.

We the church, the body of Christ, do not have to forgive to be forgiven; we are to forgive because we have been forgiven.

[Ephesians 4:32 KJV] 32 And be ye kind one to another, tenderhearted, forgiving one another, even as God for Christ's sake hath forgiven you.

What’s an example of whatsoever ye shall bind and whatsoever ye shall loose?
How are we to treat heathens and publicans?
If the remedy was to pay a fine and you refuse to, you carry that debt into heaven?

Jesus just gave this about binding and loosening..........[Mat 18:19 KJV] 19 Again I say unto you, That if two of you shall agree on earth as touching any thing that they shall ask, it shall be done for them of my Father which is in heaven.

As far as heathens and publicans God wants all saved

Jesus was using this parable of the debtor about the kingdom of heaven, Israel had to forgive........[Mat 18:35 KJV] 35 So likewise shall my heavenly Father do also unto you, if ye from your hearts forgive not every one his brother their trespasses.

To add to what Doug posted

Borrowing and paying can also be shown in terms of not showing mercy, for example,

Psalm 37:21 The wicked borroweth, and payeth not again:
but the righteous sheweth mercy, and giveth.

This (previously forgiven) servant (whose debt was forgiven) is now called a wicked here for this reason

O thou wicked servant, I forgave thee all that debt, because thou desiredst me

Mat 18:33 Shouldest not thou also have had compassion on thy fellowservant, even as I had pity on thee?

The servant is not paying out the mercy shown to him from his Lord, as James says,

James 2:13 For he shall have judgment without mercy, that hath shewed no mercy; and mercy rejoiceth against judgment.

Mat 18:34 And his lord was wroth, and delivered him to the tormentors, till he should pay all that was due unto him.

We are to execute true judgment in showing mercy

Zech 7:9 Thus speaketh the LORD of hosts, saying, Execute true judgment, and shew mercy and compassions every man to his brother.

We see the servant being handed over to the tormentors, even as we are also told, that fear hath torment. But its also by the fear of the LORD men depart from evil. His Lord being wroth at him is because the servant was unmerciful.

Mat 18:35 So likewise shall my heavenly Father do also unto you, if ye from your hearts forgive not every one his brother their trespasses.

The lesson here is

Luke 6:36 Be ye therefore merciful, as your Father also is merciful.

The picture seems to show judgment without mercy on the unmerciful

James 2:13 For he shall have judgment without mercy, that hath shewed no mercy

The servant earned is lock up, since clearly we pray

Mat 6:12 And forgive us our debts, as we forgive our debtors.

And if we do not, "So likewise shall my heavenly Father do also unto you"
