I've never heard of this movement before. Probably its a movement that sees the church stagnating and understandably wants to put some zip back into it. But then like most erroneous teachers and preachers, they start with an idea and then find scripture that seemingly supports it instead of the other way around. In this case, I agree that the New Wine is the New Covenant and the "old wineskins" were those still adhering to the Law and could not bring themselves to believe the New Covenant. In colloquial language Jesus was simply saying they "were set in their ways".This is where lost tribes teaching comes into play. For you see, it is a well known historical, biblical and prophetic fact that only Judah was present in Palestine when Christ came. The tribe of Judah is the one that rejected Jesus (symbolized by Judas).However, Israel was earlier divorced and exiled from her land by Assyria and never returned with the Jews. Just as a divorced woman forgets her husband and finds a new one, likewise Israel then became Gentile and actually were open to the gospel because they forgot their "Judaism" and no longer practiced it like the Jew did. Thus forgetting their origin they were like new wineskins that could accept the gospel because there was no Law prohibiting them like the practicing Jew. Later on, the apostle Paul also revealed that non-Israelite gentiles (as opposed to Israelite-Gentiles) were included in the plan of salvation.One thing to notice about the bible there is a lot of dualistic themes: in this case, grace and Law, Israel and Judah. Just remember there are two of everything including nations of God's chosen people. And one other thought: Israel had the birthright (spec the tribe of Joseph) and Judah had the scepter. It was lost Israel that are really God's chosen people destined to become "many nations". The Jew had the rulership and law-making functions.
