If you don't know by now, Alexander Dugin is a Russian political philosopher and theorist. I liken him to a modern-day Rasputin. He has quite a bit of influence on Russian politics; Putin regularly consults with him, and his ideas have disseminated throughout the Western world through social media, which would explain a lot. He has some rather unorthodox if not controversial ideas. In short, he's advocating for an alliance between Russia and Islam against the West and the Jews. In his worldview, the West will be led by a Jewish Antichrist. He believes that Russia is the restrainer mentioned in the Bible and it's their destiny to fight a holy war against the Satanic forces in an apocalyptic final battle. It's a strange mix of Christian eschatology (albeit an inverted one) and Russian nationalism. One could see why Dugin would want to ally with Islamic countries in his worldview, as Islam's primary enemies are the West and Jews.
