In the context of a condemnation of the sin of adultery (including imagining), what the hand does is condemned--this could refer to nothing other than masturbation.
Matthew 5
27“You have heard that it was said, ‘You shall not commit adultery.’ 28But I say to you that everyone who looks at a woman with lustful intent has already committed adultery with her in his heart. 29If your right eye causes you to sin, tear it out and throw it away. Looking with lust means you are looking and imagining lustful thoughts at the same time.

What do you mean by the first thing I underlined above in your quote? there's not the biblical principle that if you think something is a sin then you sin if you do whatever that is, is there? Or perhaps people just are unsure or don't know if something is a sin so they don't sin since they're in the grey area.The first thing that applies is the biblical principle that says if you think something is a sin, then you sin if you do whatever that is.
Second thing is if you do it while fantasizing about sex with anyone you’re not married to, or while looking at porn, that’s the sin of lust.
IMO, if you do it and focus only on the pleasure and tactile sensations, and the orgasm, without lusting after anyone by fantasizing about them while doing it, it’s not a sin.

So my thoughts of that scripture as saying if you 'look', it doesn't say if you 'imagine' then it's a sin, can't be right? I would like to clear this up. Thanks
Ok, you didn't cover the 'look' and 'imagine' but I guess lust is imaginingRomans 14 outlines the principle that if you think something is a sin, then if you do that something, then you’ve sinned.
It ends with this:
Rom 14:22 The faith that you have, keep between yourself and God. Blessed is the one who has no reason to pass judgment on himself for what he approves.
Rom 14:23 But whoever has doubts is condemned if he eats, because the eating is not from faith. For whatever does not proceed from faith is sin.
