Religion will always have an outer work for people to gravitate to or be part of. Have you ever noticed all that goes on in religion with the big cathedrals and all the pageantry that goes with an outer work. Why is that? Nothing going on on the inside of people, most if not all have never been born again. They have followed some form of religion that is set up for men to gravitate towards. Some of the things you may observe is like being at the theater, with the actors included.
That is what is referred to as outer works, nothing to work the inner most being of an individual. They come empty and they leave empty because an outer work can never replace the work of God in a believer. They feel more like they have been to the county fair in their excitement. They get to enjoy the all the activities and the people, had some fair food, some what exhausted but looking forward to coming back.
Let's use mind renewal for instance; an outer work has you observing all that goes on around you and taking it in as God entertainment. We just give it a different label and we can get a different feel than when in other places, but it is no different than being in some form of entertainment. When you look at the architect of the buildings and all that goes on in them it can be quite moving. But being moved by a feeling is a far cry from God doing a inner work in believers. You may look spiritual but full of dead man bones. Mind renewal is a conscience act of obedience on the part of a believer. They make a point in all they do to get their minds renewed and get some understanding concerning the things of God.
An inner work does not need a building of any kind to work. An inner work leads the believer to trust and to love their father, never distracts from what the father is doing. That is not to say there may be born again in religion but that is the Lord's business, it is the believers business not to get caught up in such a distraction.
