So are these proposals supposed to be pro-immigration or anti-?

So are they saying that they want to keep track of immigrants in the way they describe? It reminds me a little of the tagging of criminals...
I keep telling my wife that it is fortunate for us, in the flesh, that we are approaching closely the end of our course. For our children and grandchildren as they move closer to what Hitler's Germany was from it beginning, it may become a painful thing indeed. For WWII, a timely assassination of Hitler may have saved many lives, but in this now decades old malignancy what one person would or could make that much difference? Anti-Christ? As John wrote about his times was not God also talking to us about antichrists in our times?
