It's a war.
Best I can figure so far is the Philistines are coming to attack Israel. And Elisha basically tells the King Joash of Israel, that they need to be wiped out.
So Elisha tells Joash to strike the floor with the arrows. And because he only attacks them 3 times then a remnant will remain.
I see this same story playing out in 1Kings with David.

Is 1 and 2 kings the same but from a different perspective?
I never checked those two to closely yet..
