Paul doesn't need a "Letter of Recommendation". The evidence of his Apostleship is the Spirit of God working in the hearts of the believing.

I thought an apostle had to be sent? That’s what apostle means, one who is sent?

Exactly what they say! People speak louder than letters! The proof of Pauls' apostleship are the very peoples whose lives have been forever changed.

Paul was an Apostle according to the will of God, but he found himself having to defend his apostleship before the very ones who should have been standing in defence of him; being those who had been saved by grace through his ministry. Yes, in these verses he turns their eyes upon themselves as being the very proof of His ministry: in that they had received faith in the Lord Jesus Christ as their Saviour and Lord, through hearing the gospel of God concerning His Son, the Lord Jesus Christ, which he had preached among them.
