Consider Japan, whose population decreased from ~127 million to ~123 million in the last 10 years. The birth rate is below replacement level, and Japan allows essentially zero immigration.
On the other hand, Japan’s population was ~ 60 million 100 years ago.
So is a population decrease necessarily bad for a country?
Note: God says that a man shall leave his father and mother and become united with his wife . . . . In other words, God encourages the creation and growth of families as the foundation for a harmonious society. Japan is mostly Shintoism and Buddhism, with Christianity a firm small minority, yet their culture promotes a harmonious society (with a lower crime rate than the United States’).
Peace.
