Peter described it in his first sermon at Pentecost. He told his listeners, "Repent and be baptized every one of you in the name of Jesus Christ for the forgiveness of your sins, and you will receive the gift of the Holy Spirit" (Acts 2:38). Being forgiven of sins and receiving the gift of the Holy Spirit is being born again. Being born again is to be saved. The person dead in his trespasses and sins cannot see (or enter) the kingdom of God. Only in having been forgiven and having received the gift of the Holy Spirit can one see the kingdom of God.
Mar 16:16 Whoever believes and is baptized will be saved, but whoever does not believe will be condemned.
Clearly whoever is saved will see (enter) the kingdom of God.
Joh 5:24 Truly, truly, I say to you, whoever hears my word and believes him who sent me has eternal life. He does not come into judgment, but has passed from death to life.
Joh 5:25 "Truly, truly, I say to you, an hour is coming, and is now here, when the dead will hear the voice of the Son of God, and those who hear will live.
One who was dead but hears and lives has been born again.
Eph 2:1 And you were dead in the trespasses and sins
Eph 2:2 in which you once walked, following the course of this world, following the prince of the power of the air, the spirit that is now at work in the sons of disobedience--
Eph 2:3 among whom we all once lived in the passions of our flesh, carrying out the desires of the body and the mind, and were by nature children of wrath, like the rest of mankind.
Eph 2:4 But God, being rich in mercy, because of the great love with which he loved us,
Eph 2:5 even when we were dead in our trespasses, made us alive together with Christ--by grace you have been saved--
Eph 2:6 and raised us up with him and seated us with him in the heavenly places in Christ Jesus,
Those who were dead in trespasses and sins who are made alive have been born again.
Col 2:11 In him also you were circumcised with a circumcision made without hands, by putting off the body of the flesh, by the circumcision of Christ,
Col 2:12 having been buried with him in baptism, in which you were also raised with him through faith in the powerful working of God, who raised him from the dead.
Col 2:13 And you, who were dead in your trespasses and the uncircumcision of your flesh, God made alive together with him, having forgiven us all our trespasses,
Those who were dead in trespasses and whom God made alive have been born again. Verse 12 says that happens through faith in God.
That is what Paul said again in Galatians: Gal 3:26 for in Christ Jesus you are all sons of God, through faith. Sons of God clearly see and have entered the kingdom of God. That happens through faith, i.e., through believing in God. Faith in God is believing in God. Faith in God is one and the same as believing in God.
TO BE BORN AGAIN IS TO BE FORGIVEN AND TO BE GIVEN THE GIFT OF THE HOLY SPIRIT; TO BE BORN AGAIN IS TO BE SAVED.
