[Leviticus 4:13 KJV] 13 And if the whole congregation of Israel sin through ignorance, and the thing be hid from the eyes of the assembly, and they have done [somewhat against] any of the commandments of the LORD [concerning things] which should not be done, and are guilty;
This passage makes it known that there can be corporate sin. The whole congregation of Israel can be guilty of sin and require atonement.
[Leviticus 16:21 KJV] 21 And Aaron shall lay both his hands upon the head of the live goat, and confess over him all the iniquities of the children of Israel, and all their transgressions in all their sins, putting them upon the head of the goat, and shall send [him] away by the hand of a fit man into the wilderness:
If Israel committed corporate sin, they had to confess it corporately.
[1John 1:9 KJV] 9 If we confess our sins, he is faithful and just to forgive us [our] sins, and to cleanse us from all unrighteousness.
The corporate sin of the congregation of Israel is what John is saying had to be confessed.
John is not saying that saints in the church today, the body of Christ must confess sins.
[Colossians 2:13 KJV] 13 And you, being dead in your sins and the uncircumcision of your flesh, hath he quickened together with him, having forgiven you all trespasses;
All of our sins have been forgiven and don't require confession for forgiveness.
