Because to say or write "STOP" or "GO" can not make one obedient to do it.
The Spirit is given so that we no longer just look at God's Word but with no conviction to do it. The Spirit teaches us HOW to apply the Word to our lives to LIVE BY THEM by not just looking at them on paper, but feeling them move us in our hearts to follow Christ in our spiritual growth.
We are not to be lawless for lawlessness is darkness... yet we are not held under the law of Moses which had 613 laws. Why were they given?
Because when they came out of Egypt, they had picked up bad habits that were not worthy of a people of God such as idolatry, lying, cheating, killing etc...They THOUGHT they were good people just as we all thought we were good people at one time, until we met Christ, just like Paul did and seen the error of his ways.
So the law had to be given to give them an example of what God says is good. But just looking at the Word, as they found out, does nothing to help us change our ways. He(The Word) must come into your heart and with our willingness do surgery on it and engrave God's Word upon our hearts. But until the debt was paid, God's Spirit could not indwell us and that is why our new covenant is the BETTER covenant. Oh the law is still there, but we are now under a grace period as we grow from spiritual babes to sons in Christ being reborn again from above(higher form of living to heavenly Jerusalem) That is why we are hidden in Christ under the blood when we heartfully keep seeking him to work in us with knife and fire to try us as gold, cut away our fleshman that is in bondage to sin. We are being created as a new creation in the womb of our mother heavenly Jerusalem. The blood protects us while we grow into the image of the Son. When God sees us come in the NAME OF JESUS, He sees us as Jesus, the Son He loves, for we are hidden under the blood a sweet smelling savour disguised as the Firstborn. Just a Jacob recieved the birthright that was promised to him by Esau for a bowl of soup because when it was time for Jacob to receive THE BLESSING of the Firstborn, his mother dressed him in the image of the firstborn Esau, the fleshly man of his hairy animal nature so the father would think it was the son he loved, so are we being dressed and made into the image of Christ the Son the Father loves. Flesh and blood can not inherit the kingdom of God.. only those led of the Spirit.
This is how laws get built upon laws till we can't even move for they become so heavy it takes away our freedoms, we see it happening in the world now, the deeper the lawlessness gets the more laws that are piled on top of ALL men.
Example:
You come to my home and there is no list of laws, you come in as a free being. But if you begin to jump on the couch, tear up my home then you need to be SHOWN that your actions are not acceptable. So I will give you a law saying NO JUMPING ON MY COUCH PLEASE RESPECT my home thank you. So now, everytime you come to my home, those words are going to convict you and either remind you of them, or if you continue to be lawless and resort to other unkind behavior, then more laws will be piled upon those till soon, you will not feel comfortable, unwelcome and guilt, anger, resentment will condemn you and sickness, disease and death enters.
The way of Peace is the only way to keep your body alive. God did not give us a spirit of fear. Only those who do not know HOW to do right will continue in a life of chaos and darkness because the have no Word in them which is the Light of men to give them honor.
