Does God really know everything? Or has he thought of every situation and works through those situations with his people whom are his?

Remember back in Numbers, when there are outskirts places for people who "accidentally" killed someone, they could flee and run to that place and not be murderer back, but if they go outside before the priest died, they could be slaughtered; unless the priest had died, they were able to walk out freely.
