I don't think so. David eulogized Saul in 2 Samuel 1:

24 You daughters of Israel, weep over Saul, who clothed you luxuriously in scarlet, who put ornaments of gold on your apparel.
Solomon praised his bride in Song of Solomon 4:

9 You have captivated my heart, my sister, my bride; you have captivated my heart with one glance of your eyes, with one jewel of your necklace.
Jeremiah asked some rhetorical questions in 2:

32 Can a virgin forget her ornaments, or a bride her attire? Yet my people have forgotten me days without number.
There are times when a woman legitimately puts on makeup.

A better question is this: When will it become sin?

Modesty is key, 1 Timothy 2:

9 likewise also that women should adorn themselves in respectable apparel, with modesty and self-control, not with braided hair and gold or pearls or costly attire, 10 but with what is proper for women who profess godliness—with good works.
Focus is another, 1 Peter 3:

3 “Your beauty should not come from outward adornment, such as elaborate hairstyles and the wearing of gold jewelry or fine clothes. Rather, it should be that of your inner self, the unfading beauty of a gentle and quiet spirit, which is of great worth in God’s sight.”
These two keys can be applied to what kinds of clothes to wear. Let your conscience and the peace of the Paraclete guide you.

Just because you live in the sticks with nobody to scare with your bare butt, does not mean that you should push for wearing nothing.

As for not wearing cosmetics, I am all for it, especial for my wife, as it a big cost saving.
When my kids were younger we'd mash up ochre stones and they'd paint up like natives. It didn't cost anything either and they loved it. I guess the Masai did too.
Either way, I get a sense of admiration for women who have the courage to step outside of the society's obsession with wearing face paint and don't feel 'undressed' if they don't

I think of sin as breaking a commandment. There are a lot of things we shouldn't do that I wouldn't classify as "sin." Wearing cosmetics might be one.

I remember when I was a kid around 1980 or thereabouts, I had a collection of KISS trading cards- not that I was into the music as I most certainly was not but I just had a thing for the crazy outfits, makeup and Gene Simmond's really long tongue sml

Wearing cosmetics is not inherently a sin. It depends on personal beliefs, religious teachings, and the intention behind wearing them. It depends on your gender.

It literally depends on what you are trying to pursue and achieve by wearing it.

Are you just trying to hide your age, roll back a few years.... because you dont enjoy looking older?
Are you just trying to look your best with a little help from the Makeup kit and the hair color bottle?

Or, are you trying to find a new partner who'll be attracted to your "look", who you can deceive or fornicate with......as your reason for putting on that "face".

2 Examples.

A woman is in her later 40's. She's been married to her husband, for 30 yrs......She's showing a few lines, a few wrinkles and she wants to look her best for her Husband.
She should.
And her Husband needs to go to the gym and do some lifting and get that body toned so that he can look the best he can for His wife.

This is a legit reason to try to "look good".

Whereas......a woman is getting "dressed up" to go "clubbing" to see if she can find a sex partner.."Mr Money Bags". so, thats a bit different.
Yet both want to look their best......so, its really all about the Heart MOTIVE........as always.

expressly condoned, for folks unified with Christ. Those kinds of things fall
into the category of "debatable" viz: gray areas.

The 14th chapter of Romans lists a number of guidelines useful for coping
with your own personal gray areas, and also the gray areas personal to
others.

There is nothing intrinsically wrong with using cosmetics, even as there is nothing intrinsically wrong with adorning our homes with decorations or landscaping our gardens with beautiful flowers. Where the problem of sin occurs is in the attitude (mind, "heart") preceding or attached to behavior. Jesus Christ clearly pointed out that the deeper problem was not the actions or behaviors per se, but the "heart" or mind or attitude (see Matthew 5:21-32; 15:1-20). Is the attitude pride, vanity, rebellion, or contempt for the feelings and beliefs of others? If so, it does not matter how "right" or "biblical" the behavior is, sin is at the heart of the matter.

Not that I speak in respect of want: for I have learned, in whatsoever state I am, therewith to be content. (Phi. 4:11).
