Peter made his choice to replace Judas for God BEFORE he received the Holy Spirit.
You have a literal problem of being only a literalist. See 1 Cor. 2:9-16
[12] Now we have received, not the spirit of the world, but the spirit which is of God; that we might know the things that are freely given to us of God.
[13] Which things also we speak, not in the words which man's wisdom teacheth, but [that] which the Holy Ghost teacheth; comparing spiritual things with spiritual.
So? You don't think God could use Peter before receiving the Spirit?
God says this:
Acts 1:20-26
King James Version
20 For it is written in the book of Psalms, Let his habitation be desolate, and let no man dwell therein: and his bishoprick let another take.
21 Wherefore of these men which have companied with us all the time that the Lord Jesus went in and out among us,
22 Beginning from the baptism of John, unto that same day that he was taken up from us, must one be ordained to be a witness with us of his resurrection.
23 And they appointed two, Joseph called Barsabas, who was surnamed Justus, and Matthias.
24 And they prayed, and said, Thou, Lord, which knowest the hearts of all men, shew whether of these two thou hast chosen,
25 That he may take part of this ministry and apostleship, from which Judas by transgression fell, that he might go to his own place.
26 And they gave forth their lots; and the lot fell upon Matthias; and he was numbered with the eleven apostles.
But you say God was incapable of making Peter wait and that this choice is a lie! Heavy accusation for a mere man.

Now see you open your mouth and show yourself a fool. Yes, I am a literalist. that means I also recognize their are symbols, types and allegories in the bible that the bible itself explains!
But spiritualizing Scriptures like you do is exactly what all cults and cult leader wanna-be's do! What you do is this: " I know what the bible says, but it really means this". do you really think on things so important god would wait two millennia for earburner to show up and explain things to us?
