As to who isn't chosen to govern with Christ in His coming global government that's up to Christ and His Father. Yes, those intentionally overlooked for redemption pre judgement, will have to wait for their time in an age to come, post judgement. Unfortunately for them, they will end up doing some time for their crime in the lake of fire.

WHY?
Why did departed Saved souls NOT immediately go Up to Heaven?

Before, First… is reasonable to understand, the act applies to no others, until it Applies to HIM First.

Who… “he, him” is, is clarified, by reading the Whole Chapter For Context.

Gods Word is First and Before All things.

Gods creations, Gods makings…. ARE All PRECEDED “by Gods Word”.

A 'scroll' is one parchment = "the VOLUME of the Scroll is written of ME" = Psalm 40 and Hebrews ch10

Jesus said, It is written, Man shall not live by bread alone, but by every word that proceedeth out of the mouth of God.

So I believe Jesus. And EVERY word from God's mouth that we are to live by is NOT found in all the bibles in the world.

A very small amount are for sure. But obviously not all.

Yes, great news! When the Supreme Creator shallows up every created being into His Kingdom and He is All in All. When His will is carried out, that none perish and everyone comes to repentance and is reconciled to their Creator and fulfills their purpose in the never ending ages to come.

And surely you have read ... For Christ also suffered once for sins, the just for the unjust, that He might bring us to God, being put to death in the flesh but made alive by the Spirit, by whom also He went and preached to the spirits in prison, who formerly were disobedient. 1 Peter 3

According to what you have said in the past, all those who have died in their sin, who formerly were disobedient go to hell. So Peter said Jesus went to hell to preach to them.
