Executive Order 13807

For many infrastructure projects, the permitting process can be fragmented, inefficient, unpredictable, and costly. Recognizing these challenges, in August 2017, President Trump issued EO 13807, to reduce unnecessary duplication and uncertainty in the Federal environmental review and authorization process that can delay major infrastructure projects and hold back the American economy.

EO 13807 established a One Federal Decision policy for Federal environmental reviews of major infrastructure projects. The One Federal Decision policy sets a goal for completing environmental reviews for major infrastructure projects within 2 years. CEQ and the Office of Management and Budget (OMB), in consultation with the Federal Permitting Improvement Steering Council (Permitting Council), developed a framework for implementing the One Federal Decision policy, and on April 9, 2018, 11 Federal agencies and the Permitting Council signed a Memorandum of Understanding (MOU). Under the MOU, agencies have committed to greater coordination throughout the process to achieve the 2 year goal, including through the development of joint project schedules, in order to provide greater transparency, accountability, and predictability for project sponsors, applicants, and the public.

Building on a survey conducted in 2024, archaeologists with Mead & Hunt returned to the City of Havre de Grace this year to perform data recovery excavations on three sites along the railroad tracks. From late August through early October 2025, the team used equipment like shovels, trowels, spoons, and screens to gather data from the dirt about the lives of past residents. The archaeologists uncovered hundreds of features, including the remains of an 1850s tenant building that housed Black railroad workers, several late-19th century dwellings, an 1890s saloon, and a turn-of-the century bakeshop. Most of the homes and businesses were inhabited and operated by European immigrants.

The team recovered over 15,000 artifacts during the dig left from past occupants that gave insight into the types of plates they used, what they drank, and how they built their homes. Most exciting were the personal objects they left behind, including toys like marbles and doll parts, coins, buttons, and even part of a saxophone! All of this information can shed light on long-forgotten residents in this part of the city. The team is continuing research and analysis, with a report expected in 2026.

Now that these archaeological investigations are complete, Amtrak is officially a step closer to building the new rail bridges that will continue the legacy of the Northeast Corridor into the future.

An engineering firm embroiled in a legal battle over accusations of a fraudulent cleanup of San Francisco’s Hunters Point Shipyard has agreed to pay tens of millions of dollars to settle the case.
Tetra Tech EC Inc., a subsidiary of Tetra Tech Inc., will fork over $97 million to the federal government to partially resolve the legal battle over its remediation practices, according to a Securities and Exchange Commission document filed by the company Friday.
The shipyard, located in the southeastern corner of the city, started as a repair facility during World War II. The Naval Radiological Defense Laboratory used it until the 1960s as a cleanup site for ships exposed to atomic weapons and for research into the effects of radiation.
According to David Anton, the lawyer who has represented the whistleblower case since 2013, the settlement agreement still needs to be reviewed by a judge. He said other fraud allegations made by the whistleblowers are ongoing and won’t be affected by the settlement.

Tetra Tech EC is also being sued by Bayview Hunters Point residents and a developer, Five Point Holdings.
