I was speaking in general terms and not about any particular criminal cases.

Yes the lady in the failed execution is still under court order to be executed so that will be fulfilled at some point since the court has not taken away the order of execution. So you can relax, they'll kill her before long and you can rejoice.

The responsibility is upon civil authority which was ordained by the Lord.

He's not telling Christians to act on their own and go around killing people just because they need killing.
