Israel dropped leaflets and sent texts ahead of time to warn civilians to move to another area before attacking Hamas. What other country has done this? None because it would warn their enemy.

And Hamas wouldn't let civilians move because they want civilians as human shields. And Hamas loves casualties in order to point the finger at Israel.
