Jesus did command the apostles and their successors to teach All nations and to baptize “born again” Matt 28:19 and Jn 3 they immediately went to the river and baptized!

He says you have as much to do with your spiritual birth as you do with your physical birth - nothing. He says you cannot cause yourself to be "born again". He says that neither Jesus nor Paul nor the disciples commanded anyone to do anything in order to be "born again".

Is MacArthur correct?

Another Acts 2:38 skipper.

God knows....

that doesn't say anything about " accepting Christ " in that passage and in fact is referencing the antichrist

Acknowledging Christ IS accepting Christ. The "referencing of the antichrist" as you say, was anyone who DENIED Christ.

22 Who is a liar but he who denies that Jesus is the Christ? He is antichrist who denies the Father and the Son. 23 Whoever denies the Son does not have the Father either; he who acknowledges the Son has the Father also.

Honestly, it is very clear. Is English a second language to you that you find it hard to understand?

Where does it say “accept Christ as your personal Lord and savior”?

Does say baptism.
Galatians 3:27

For as many of you as have been baptized into Christ have put on Christ.

wrong that is not the meaning of confessing Christ.

3670 homologéō (from 3674 /homoú, "together" and 3004 /légō, "speak to a conclusion") – properly, to voice the same conclusion, i.e. agree ("confess"); to profess (confess) because in full agreement; to align with (endorse).

is English your 3rd language ?

“ Nobody comes to the Father lest the Spirit draw him”......That “ Spirit” is like the wind ....” it goes to and throw and Nobody ( except God) knows whence it came or where it is going to next”......The Initiative in Salvation belongs to God....
In the end, we must all be like either Peter ( his confession that Jesus was “ Lord” was a thing revealed to him by the Holy Spirit— Peter never came up with that on his own ) or we must be blessed as “ Lydia, the Seller Of Purple” was.....God “ opened her heart” to Receive Paul’s Gospel Of 1Cor15:1-4.........
To be saved, one must Hear the Gospel and one must Believe That Gospel.....why does God Bless some by giving them “ ears to hear” and why does He NOT bless others with this Gift that takes them “ from Darkness to Light?”....... beats me......must have something to do with that “ Predestination” thingy......I never researched that stuff much......The “ Ears to Hear?” The only thing I know for sure is that God , in His INCREDIBLE MERCY , gave me a set ......

Like I said scripture never says a person needs to accept Christ and neither did the ones in your post.
Actually they do; but I will allow the reader to decide: I encourage everyone to be a Berean (Acts of the Apostles 17:10-11) and look up the verses in question; for I believe that they teach clearly of the need of all men, to receive Jesus Christ as Lord and Saviour.

The immediate and/or topical context of a verse never nullifies the plain meaning of a verse. For the scripture does not contradict itself. This is a first rule of hermeneutics.
