Paul was not sent as John was to water baptize to make Jesus known to Israel. Paul was not sent as the twelve to have the nations baptized. Paul did not think the "commissions" Jesus gave the twelve apostles in regard to baptizing the nations was intended for him to carry out. Paul acknowledged he was not sent for the purpose of water baptisms.
