    Yes. Moses is the mediator between Yahweh and the people. Moses, as the duly authorized and appointed agent of Yahweh is sent by Yahweh. He is functioning as Yahweh but isn’t Yahweh himself. In another example (Exodus 7:1), Yahweh himself made Moses Yahweh to Pharaoh.
