The verse isn't about who controls salvation. It's about God having mercy on Israel when they didn't deserve it and God hardening Israel in response to thier rejection of Jesus, both of which was done to bring salvation to the world.

Perhaps you should try reading the rest of the book so you would understand what Paul is saying. Why do stop at verse 24 for example? And why do you start at 18?
