    They give out needles to drug addicts because otherwise they will find and use old needles. The only way you would get an IV is if you go to the hospital and are in need of it in the professional opinion of a doctor. They will never just give you something when you ask.

    Not sure about China, but in the US we aren't allowed to administer anything intravenously except from a registered nurse. And the only exceptions I am aware of are epinephrine automatic injectors for life threatening allergies. Also people may be trained to inject their own insulin for diabetes.
