John's First Epistle 'sinneth not' refers to the new life in Christ not being at the origin of any sin in the believer's life.

The point of 1.6 I think is that it's God Himself that performs our growth. Much of a similar idea is in chapter 2 of Philippians where Paul says: 'It is God that worketh in you both to will and to do of His good pleasure'. (Philippians 2.13).

It's partly all about the daily conflict between the flesh and the Spirit, of which Romans speaks.

Here is a great verse from chapter 1: '...He that hath begun a good work in you will perform it until the day of Jesus Christ'. (Philippians 1.6).

For the believer in the Lord Jesus, the focus is on following and obeying the Lord Jesus. Romans 8 tells us that all true believers have the Spirit of Christ, Who indwells all His people. Indwelling is a permanent state of affairs, while seeking to be filled with the Spirit is a daily exercise...
