Some truth there of course, but I would point out that "God is not the author of confusion" is a poor and misleading translation. "Author" was added, and "confusion" is better understood as "unstable." Indeed, God is not unstable--but He most certainly was the Author of confusion at Babel.

You are asking some BIG questions. Great questions! There would appear to be much confusion on what receiving the Holy Spirit means. It's not equal, or the same during these times--these times of "we who are alive and remain"--alive in the Spirit, but remaining in the flesh and in this world...

The Holy Spirit is the power of God poured out upon all flesh--both on the good and on the evil. With which comes the terms regarding blasphemy. Add to that, Jesus saying, to and of those He sends "it is not you who speak, but the Spirit of your Father who speaks in you." Dangerous times indeed.
