No, to both questions! I believe that the only authority is God! Sometimes He may give authority to men, but how is a person to know to whom God has given authority if the person cannot hear from God?

You should say clearly what you mean rather than leave other people to interpret your words. We are like to be often poor interpreters of your thoughts on a subject as you are of ours.
