People, places and things aren’t literally falling out of the sky. James is a Jewish monotheist. He is using a common Hebraism. Heaven, that is to say, the one God who is in heaven, our heavenly Father, is the source of all that is good and perfect. He blesses us all, the evil and the good. That is the nature of his unchanging character.
