Is this thread just a joke?
If the small country towns are around the world, then they are not a small country town but a suburb of a very large city that has joined together from all of the small country towns that were previously scattered across the face of the land areas of the world.
It comes down to what the person thought they were saying, when the reality was that they were saying something else.
