The other scripture that comes to mind is Revelation 20 where it talks about there were those that were beheaded that refused to mark .
so under your misplaced interpretation we would have to say that only those that came out of a very local setting are the only ones that refuse to Mark and will be headed.
So we can conclude that all that dwell on the Earth definitely means all that dwell on the planet because nothing else fits.
if you try to force the innumerable number and then those that were beheaded in Revelation 20, neither of them fit a local event ,so obviously the Antichrist does not rule over some tiny area of land.
