The angels from the age of the Great Flood were commanded by God to be bound because they had taken human women as their wives.

I question the above conclusion.

Why is Satan an exceptional case?

Satan and the angels he persuaded are the creators of havoc. We are told the devil has the power of death. Hebrews 2:14.

Does this mean that God is a failure? That his created angels do not obey his words and will?

And Why?

Freedom of choice makes the giver vulnerable. Love is vulnerable which means it is possible that one who loves is open to abuse.

I certainly understand this principle, but I would like to know what the reason and motivation were behind Satan's actions?

Here is a clue, all God's creatures are given a free will, the devil too. And he wanted to overthrow God with his free will. Scriptures were already provided by @quietthinker .

I want to talk to Thomas Didymus. We can talk about being what it’s like to have honest doubts, but a loyalty to Jesus that could say, “Then let us all go to Jerusalem, that we may die with him”.
