Ecclesiastes 3:18-21 WEB

(18) I said in my heart, “As for the sons of men, God tests them, so that they may see that they themselves are like animals.​

(19) For that which happens to the sons of men happens to animals. Even one thing happens to them. As the one dies, so the other dies. Yes, they have all one breath; and man has no advantage over the animals: for all is vanity.​

(20) All go to one place. All are from the dust, and all turn to dust again.​

(21) Who knows the spirit of man, whether it goes upward, and the spirit of the animal, whether it goes downward to the earth?”​

yes, this refers to natural man's perception, his view of this side of mortality, what people see and experience in this life, not about the life to come.

Since God will someday create new heaven and a new earth, I imagine animals will be there on the new earth, Peter also calls this restoration of all things.

17 “Yet now, brethren, I know that you did it in ignorance, as did also your rulers. 18 But those things which God foretold by the mouth of all His prophets, that the Christ would suffer, He has thus fulfilled. 19 Repent therefore and be converted, that your sins may be blotted out, so that times of refreshing may come from the presence of the Lord, 20 and that He may send [c]Jesus Christ, who was [d]preached to you before, 21 whom heaven must receive until the times of restoration of all things, which God has spoken by the mouth of all His holy prophets since [e]the world began. 22 For Moses truly said to the fathers, ‘The Lord your God will raise up for you a Prophet like me from your brethren.
