yes, this refers to natural man's perception, his view of this side of mortality, what people see and experience in this life, not about the life to come.Ecclesiastes 3:18-21 WEB

Since God will someday create new heaven and a new earth, I imagine animals will be there on the new earth, Peter also calls this restoration of all things.
