Exodus 17:2 Why did Moses think the people were putting the Lord to the test?

To me it would seem reasonable for the people to inquire about water for themselves and their livestock as they moved further and further into the desert. I am having a hard time why Moses may have thought that by them asking about water that they were putting the Lord to the test. Can anyone help me understand?

God blessed Israel with many MIRACLES and yet they still complained!

It would appear that the answer was a little later in the chapter. When Moses said they put the Lord to the test by asking "Is the Lord among us or not?"
