I think Russia does not want NATO having Naval bases in the Black Sea close to Russian territory. I think they want the south coast to be neutral non NATO territory. I think these areas will start out as independent nations from Ukraine. Whether they vote to join the Russian Fedearation of States, who knows.
That Naval base idea is similar to Russia owning those contested Islands to the north of Japan.
They dont want the US to have any naval bases there, which can block their access to the pacific from ICE free winter sea ports.

You do know its been a civil war like experience for many of them in that area coming from Kyiv for years now. Not sure if it is a racist thing between them or a language thing, the region prefers to speak Russian, and self identifies towards Russia, many of them came from Russian parentages.
